THE SCALE

We have worked as a construction or maintenance contractor at more than 200 facilities on the Gulf Coast, from grassroots ethylene plants to major PVC expansions to specialty chemical projects.

Our team served as the general contractor in construction of the largest single-train olefins capacity unit in the world at the time of its installation.

We’ve been named as the owner’s primary facility-wide maintenance provider at over 50 chemical and petrochemical facilities, including several regional, multi-site engagements. CAPITALIZING ON ADVANTAGES\nIN FEEDSTOCK SUPPLY

The Customer's \nChallenge

Chevron Phillips Chemical Company LP (CPChem) announced its goal to maintain a first mover position in the petrochemicals renaissance underway in the US. This opportunity has resulted from the abundant feedstocks available from shale resources as well as the company’s own development of high-performance polyethylene resins. CPChem’s strategy includes developing two new world-scale units – each capable of producing 500,000 metric tons per year of plastic resin – at its facility in Brazoria, County, Texas, where it turns liquid ethylene into metallocene and high-density polyethylene. The restrictive size of the site makes efficient scheduling of a 1,300-member workforce, as well as the movement of equipment and materials, critical to the 2016 completion date.

CAPITALIZING ON ADVANTAGES\nIN FEEDSTOCK SUPPLY

The Zachry \nApproach

Based on the success of several previous capital and maintenance projects, CPChem turned again to Zachry and its engineering partner to provide EPC services for the two units, which include a combined 14,000 tons of structural steel and 600,000 feet of pipe. The tight space requires getting equipment on and off the location in optimal fashion and meeting quality and inspection specifications of the client, suppliers, safety officials and regulatory agencies.

Completion of the new units will put CPChem at a competitive advantage in a market that is predicted to remain strong for the next 10 to 15 years. The projected economic impact from this endeavor will include 10,000 engineering, construction and fabrication jobs, encompassing approximately 5 million work hours, as well as generating over 400 long-term direct jobs.

SAFETY IN THE SPOTLIGHT\nIN REBUILD AFTER INCIDENT

The Customer's \nChallenge

The K-Resin Rebuild Project was the result of a plant incident at the Phillips Petroleum facility in Pasadena, Texas in 2000 that caused significant damage to the existing K-Resin Unit. In mid-2000, the chemicals operations of both Chevron Corporation and Phillips Petroleum Company were merged to form Chevron Phillips Chemical (CPChem). CPChem awarded the Rebuild Project to Zachry and an engineering partner so the facility could continue to produce the K-Resin styrene-butadiene copolymers (SBC) used in products such as clear disposable drinking cups and other packaging.

SAFETY IN THE SPOTLIGHT\nIN REBUILD AFTER INCIDENT

Zachry and its engineering partner worked together to complete a complex and demanding project in an operating facility. The scope of work included all construction disciplines and involved over 1.2 million field work hours with a peak workforce of over 250. Approximately one million feet of wire and cable, and 50,000 feet of process piping was demolished and re-installed. All piping was field fabricated and all field work was performed under intense pressure for safety performance.

The project implemented a very strong safety program on site that received corporate recognition for two years. Strong community attention to this location following the original plant incident offered unique community involvement challenges and opportunities for Zachry. This is just one of the many projects to show exemplary results as a result of Zachry’s ability to build strong relationships.

Sunoco Chemicals had been using five contractors comprising more than 200 personnel to provide maintenance, reliability and construction services at three facilities. Performance in these areas languished in the fourth quartile. This led to costly maintenance including significant craft overtime, reduced plant availability and safety concerns.

ALIGNING INTERESTS FOR\nTOP RESULTS AND SAFETY HONOR

The Zachry \nApproach

Zachry’s Industrial Services Group (ISG) consolidated the maintenance, reliability and construction services using a performance-based management alliance model where Zachry’s fee structure was uncorrelated to the number of work hours expended. Rather, Zachry would only realize a profit on the contract through specified results in the maintenance cost index, mechanical availability, capital project and turnaround performance, and safety and environmental performance.

Maintenance costs were reduced by 43 percent annually vs. the prior baseline in a four-year period (a $10 million improvement) as the facility achieved first quartile performance. Zachry implemented dozens of high-value capital improvements. Availability improved to 96 percent (from 91 percent). The facility had zero recordable safety incidents or lost time injuries and – soon after Sunoco Chemicals was acquired by Braskem in 2010 – was awarded a VPP Star for successfully identifying, evaluating, preventing and controlling occupational hazards.

TURNAROUND SUCCESS ENSURES ASSET INTEGRITY FOR DOW UNIT

The Dow Chemical Company’s Freeport, Texas site is the nation’s largest integrated chemical manufacturing complex, employing more than 7,000 people and producing 20 percent of the company’s products sold globally. When the plant has to undergo a scheduled process outage for major maintenance work, it’s critical that those handling the turnaround must be efficient, safe and effective for the facility to resume reliable production on a timely basis.

TURNAROUND SUCCESS ENSURES ASSET INTEGRITY FOR DOW UNIT

Dow selected the highly experienced team of JV Industrial Companies, Ltd. (JVIC), turnaround and fabrication specialists to manage its Unit 3 turnaround in the spring of 2014. (JVIC has been a Zachry subsidiary since 2012.) JVIC’s expert team has an outstanding reputation for safety, quality, and professionalism. They worked closely with Dow personnel to identify the turnaround’s goals, then sequenced the activities to minimize shutdown time and address all necessary maintenance and plant enhancements to maximize its value.

Proper plant turnaround management has a significant impact on the bottom line. Without scheduled maintenance outages, equipment will fail, and an unscheduled outage is several times more expensive than a scheduled outage. The cost is much higher still if the outage is due to a catastrophic failure. Positive impacts of a turnaround include an increase in equipment asset reliability with continued production integrity.

COLLABORATION IS THE KEY TO \nADDRESSING PROJECT CHALLENGES

Topaz Power Group's Nueces Bay and Barney Davis power plants had multiple challenges when the company commissioned Zachry to repower these facilities. The aging infrastructure at Nueces Bay included units built in the 1940s on dirt reclaimed from the Bay in the 1920s. The plant had since been decommissioned. Environmental sensitivities were paramount in this location surrounded by water on three sides. The site was so limited in size that it also mandated highly coordinated scheduling due to its lack of laydown space. The Barney Davis facility, 25 miles away, was built in the 1970s and would require Zachry to maintain Unit 1 operation while repowering Unit 2 and constructing two additional units.

COLLABORATION IS THE KEY TO \nADDRESSING PROJECT CHALLENGES

The Zachry \nApproach

Zachry treated the Topaz projects as an integrated effort and used a joint engineering team as well as a shared procurement group. Engineering began with an intensive review of existing equipment on both sites to ensure the new equipment would function appropriately with the portions being re-used. Project leaders would later credit the quality of this review as key to the overall success of the project. Zachry’s Construction Group refurbished and retrofitted the portions of the plants identified for re-use. The team then repowered existing steam turbines and replaced the natural gas-fired thermal boilers with new high efficiency combustion turbines and heat recovery steam generators.

The Business \nOutcomes

The Nueces Bay project was completed and turned over to Topaz 26 days ahead of schedule with zero cost change orders. The Barney Davis completion followed shortly thereafter. Together, the two facilities produce nearly 1,400 megawatts of electricity – enough to power 600,000 homes. The combined projects were named Best Industrial Project by ENR Texas & Louisiana in the year that they were completed.

SUCCESS BREEDS REPEAT BUSINESS \nFROM FLORIDA POWER PROVIDER

The Customer's \nChallenge

As part of its strategy to become the leader of clean energy in the US, Florida Power and Light (FPL) developed a plan to transform its three oldest plants into high efficiency, 3-on-1 combined cycle power plants. The utility recognized that, by converting the Cape Canaveral, Riviera Beach and Port Everglades facilities to new natural gas-fired technology from older systems burning fuel oil, it could significantly increase the amount of power produced while also greatly reducing emissions. Existing facilities were demolished in 2010, 2011 and 2013, respectively. In each case, Zachry was selected to replace the former units with new state-of-the-art 1250 MW plants that FPL would christen as Next Generation Energy Centers.

SUCCESS BREEDS REPEAT BUSINESS \nFROM FLORIDA POWER PROVIDER

The Zachry \nApproach

Zachry’s turnkey engineering, procurement and construction (EPC services) for the three Florida power facilities takes advantage of the latest technology in combustion turbines to ensure high efficiency and high output. Equally important has been the company’s ability to draw upon extensive experience in power plant construction and attract and retain a skilled and experienced workforce. This resulted in the Cape Canaveral and Riviera Beach projects being delivered ahead of schedule and FPL awarding the Port Everglades project to Zachry in 2013 for a targeted completion in 2016. During a national shortage in skilled craft labor, most Zachry employees on the Port Everglades facility have worked on all three FPL projects.

The Business \nOutcomes

The Florida Next Generation Energy Centers run on considerably less fuel than their predecessors, saving hundreds of millions of dollars and translating to lower costs for FPL customers. FPL reports that its residential bills are lower than the national average and lowest among the state’s 55 electric utilities. Since 2001, the switch to gas has enabled FPL to reduced its use of foreign oil by 98 percent. The plant design at the facilities is sensitive to the impact on nearby aquatic life. Water intake structures use a system of traveling screens, buckets and returns to allow marine life to avoid harm. Manatee heaters are placed in the discharge canals to ensure the safety of these endangered creatures during colder months.

TEAMING ARRANGEMENT GENERATES \nPOWER AND GOODWILL

The Customer's \nChallenge

The Florida Municipal Power Agency (FMPA) of Orlando provides power to approximately two million Florida residents. Demand for power in the region is expected to increase substantially over the next two decades. FMPA and the Kissimmee Utility Authority (KUA) of Kissimmee jointly own the Cane Island Power Park. FMPA and KUA selected Zachry to provide EPC services to add a fourth power-generating unit at the facility to produce an additional 300 megawatts to complement three existing smaller units totaling 475 megawatts. Extremely poor soil conditions in the area proposed for the expansion added to the challenge.

TEAMING ARRANGEMENT GENERATES \nPOWER AND GOODWILL

The Zachry \nApproach

Zachry’s Engineering Group first tackled the soil issues where porous limestone required the volume and duration of grout injection to increase far beyond the original scope. Detailed planning mitigated the setback, reducing downtime by shifting people and equipment to other work outside the power block while the soil conditions were addressed. Zachry’s team then proceeded with construction of a combined-cycle, natural gas-fired unit that uses treated wastewater for cooling to preserve groundwater resources. A heat-recovery steam generator collects waste heat from the turbine and converts it to electricity.

The FMPA and KUA added the desired generating capacity to their system and found an ally in their community outreach efforts in the process. Zachry’s project team for Cane Island Unit 4 received the Heart of Florida United Way’s Live United Spirit Award, placing among the top 25 contributors of the 450 businesses in the workplace giving campaign. While completing the Cane Island expansion, Zachry’s team also led a joint effort to help the Central Florida Community Bread Basket, a non-profit food bank, upgrade its Intercession City-based food distribution facility.

INDUSTRIAL SERVICES KEEPS \nGEORGIA PLANTS HUMMING

The Customer's \nChallenge

Georgia Power Company, a unit of Southern Company, selected Zachry for core maintenance at Plant Wansley and Plant Yates near Atlanta, and Plant Scherer near Macon, Georgia. Maintenance work began in September 2011 on the three plants, which have a combined generation capacity of 6,550 megawatts. Functioning as a supplemental maintenance service provider requires close collaboration with the owner’s programs and processes. The integration and coordination of Zachry work processes with those of Georgia Power would be critical to long-term success. Outage services require the planning/scheduling and costing of significant work in a window lasting from several days to months. Outages also require the recruiting and retention of qualified and highly productive supervision and craft personnel.

Zachry provides continuous presence maintenance at the three Georgia Power plants. Services can range from landscape maintenance to boiler work and precision millwright capabilities. CEMENT PLANT PROJECT OVERCOMES \nSITE’S OBSTACLES

The Customer's Challenge

Titan America sought to expand and modernize its Pennsuco cement plant in Medley, Florida, to yield a better quality product, lower production costs and reduce emissions. The project would increase production capacity from 1 million to 1.8 million tons annually. Zachry would also be called on to replace two wet-process lines once the new dry-process plant became operational. Existing cement grinding facilities, along with the storage and handling systems, would remain in place to support the new plant. Limited construction access and a high water table at the site added to the challenge.

CEMENT PLANT PROJECT OVERCOMES \nSITE’S OBSTACLES

The Zachry \nApproach

Due to Florida’s high water table, Zachry pumped out thousands of gallons of water before pouring concrete, reaching a pumping volume of 12,000 gallons per minute at one point. With the restrictive site access, only material that could be erected each week was brought into the work area. The five-stage pre-heater structure and related equipment was completed three months faster than anticipated using an innovative approach of decking out each floor prior to erecting the next level, allowing other crafts to begin work. Zachry Project Execution Planning Process (ZPEPP), a project management system that maintains focus on the execution plan, fostered strong relationships between key suppliers and built backlogs of materials and information.

The Business \nOutcomes

Construction of the plant required only 16 months, finishing two months ahead of the contract schedule. Approximately 80 percent of the project’s workers had worked on prior Zachry jobs, lending to the safety and efficiency of the construction effort. There were zero lost time accidents in the more than 1.5 million work hours associated with the project. In addition to offering greater capacity, the new plant is more energy efficient. By burning less fuel, the plant is more environmentally friendly than the original facility.

International Paper attributes its success to a philosophy based on partnerships – both in the business community and in the environs where its employees work and live. As a result, the company has earned recognition for its production and its corporate citizenship. However, like others in its industry, IP faced market pressure during the financial crisis of 2008 to 2011, as well as the added challenges paper suppliers have encountered due to the growth of electronic media. Because paper production facilities are typically located in remote locations relative to population centers, there’s also complexity in attracting skilled labor for basic operations as well as supplemental staffing needs.

TEAMING ENHANCES PAPER PLANT \nOPERATIONS AND COMMUNITY INVOLVEMENT

Zachry has provided maintenance and small capital project work to International Paper facilities since the 1980s. With the nation’s largest merit shop contractor pool, Zachry provides maintenance at IP’s Mansfield, Louisiana facility, adding supplemental staffing when needed. Aware that paper production requires significant investment and lean operating costs, Zachry’s team keeps the facility running at high availability. Zachry and IP also share a philosophy about community investment and have teamed to support Providence House (services to the homeless) in Shreveport, as well as creating a technical training program at a local college and giving holiday gifts to disadvantaged children and elderly of the area.

The chief outcomes of the relationship between International Paper and its maintenance contractor Zachry could be best reflected in the single word sustainability. The familiarity between the companies over the last 30 years has brought trust and operational efficiency to the forefront. Zachry continues to renew a facility that is itself in the business of renewal, taking post-recycled paper waste and processing it for re-use in a variety of applications. The community of Mansfield and its neighbor Shreveport 30 minutes to the north are fortified by the jobs and related economic impact of the plant, but also through IP and Zachry’s continuing involvement in civic and philanthropic initiatives in the region.

REGASIFICATION SETS THE STAGE FOR\nTERMINAL'S LARGER OPPORTUNITY

The Customer's \nChallenge

Recognizing the growing market potential for liquefied natural gas (LNG), Freeport LNG acquired a site on Quintana Island near Freeport, Texas that Cheniere Energy had begun developing in 2000. The location offered advantages including convenient marine access to the Gulf of Mexico, proximity to two large gas hubs and lack of equivalent locations in the area that could be exploited by future competitors. After getting regulatory approval and customer commitments, Freeport LNG proceeded on a regasification complex that included two 160,000 cubic meter LNG storage tanks of full containment design and one piled marine dock capable of handling LNG vessels in excess of 200,000 cubic meters. However, with the advent of abundant domestic energy, primarily from shale oil and gas, it became clear that this prime location had even greater potential for exporting LNG.

REGASIFICATION SETS THE STAGE FOR\nTERMINAL'S LARGER OPPORTUNITY

The Zachry \nApproach

Zachry and its partners completed construction of the Freeport LNG regasification project in 2008 making it the first grassroots LNG facility built in the US in more than 20 years. With its location just six miles from open water, it includes two LNG storage tanks built to withstand a category five hurricane with winds above 180 mph. Foundations are equally substantial – in the tank perimeter areas the foundation is five feet thick

The Business \nOutcomes

Based largely on the success of the design and construction of the regasification facility, Freeport LNG awarded Zachry and its engineering partner a contract to provide EPC services for a major liquefaction facility at the Quintana Island site. When completed in 2017, it will be capable of exporting 2 billion cubic feet per day of LNG. Pretreatment facilities and a dock expansion are also being developed near the existing regasification unit.

ENSURING CO2 AVAILABILITY TO SUSTAIN\nENHANCED OIL RECOVERY

The Customer's Challenge

A limited supply of readily available carbon dioxide (CO2) for use in enhanced oil recovery (EOR) processes was curbing oil production potential in the Permian Basin of west Texas just a few years ago. A joint venture of SandRidge Energy, Inc. and Occidental Petroleum Corp., addressed this need by developing the SandRidge Energy Century Gas Plant in Fort Stockton. The facility extracts CO2 from natural gas SandRidge recovers in the West Texas Overthrust. Occidental uses the CO2 in its EOR operations. For economic reasons, the joint venture elected to have the two trains of the facility built sequentially, beginning in 2009.

ENSURING CO2 AVAILABILITY TO SUSTAIN\nENHANCED OIL RECOVERY

The Zachry \nApproach

J.V. Industrial Companies (JVIC), now owned by Zachry, was the general contractor for the Century Gas Plant project, self-performing all the civil, mechanical, electrical and instrumentation activities. During construction, JVIC set, aligned and grouted 135 process and pipe rack modules averaging 140 tons each, 48 compressors totaling 129,900 horsepower, 4 towers (2 @ 500 tons and 2 @ 250 tons) and 263 pieces of equipment.

The Century Gas Plant increases SandRidge’s capability of producing methane from high-CO2 gas by five times and is anticipated to expand Occidental’s production by a minimum of 50,000 barrels of oil per day within the first five years following the 2012 mechanical completion of the facility.

The Customer's \nChallenge

As the US nuclear industry faces a trend of increasing Ultimate Heat Sink (UHS) temperatures, some operators are requesting a license amendment to increase temperature limits to avoid the possibility of shutting down during periods of elevated UHS temperature. Dominion approached Zachry to perform engineering and analysis at its Millstone Station in Waterford, Connecticut to support its request to raise the UHS temperature from 75 degrees to 80 degrees to provide additional margin to accommodate warmer summertime intake water temperatures.

ANALYSIS BACKS KEY AMENDMENT\nCHANGE FOR MILLSTONE UNITS

The Zachry \nApproach

Zachry Nuclear performed a thorough engineering analysis of how Millstone Units 2 and 3 would respond at the increased temperature limit while maintaining or increasing safety margins. This included validating thermal performance of heat exchangers in a higher temperature service water scenario. It also examined potential impacts to other components and maintenance schedules, as well as containment and emergency core cooling system impacts.

After extensive regulatory review, the Nuclear Regulatory Commission granted license amendments to both Millstone units to accommodate higher water temperatures in Long Island Sound. The ruling reduces the need to shut down Connecticut’s largest source of power during the peak air conditioning months of summer. The amendment allows the units to operate with an UHS water temperature of up to 80 degrees; the prior licensing limit was 75 degrees.

FPL TURNS TO TRUSTED CHOICE\nFOR NUCLEAR PLANT IMPROVEMENTS

Florida Power & Light Company (FPL) is the third-largest electric utility in the United States, serving approximately 4.7 million Florida customer accounts. Over the years, FPL and Zachry have enjoyed a long and productive relationship. Zachry was responsible for constructing major FPL power plants at Cape Canaveral and Riviera Beach as well as numerous engineering and maintenance assignments for other plants in the utility’s fleet. When FPL needed modifications to its Turkey Point Nuclear Plant in Homestead, Florida, Zachry once again was awarded the assignment.

FPL TURNS TO TRUSTED CHOICE\nFOR NUCLEAR PLANT IMPROVEMENTS

During the scheduled refueling outages of Units 3 and 4, Zachry replaced the Turkey Point facility’s traveling water screens and cathodic protection system with new state-of-the-art equipment. Additional related modifications were installed to support the new system structure.

The new equipment and related modifications were successfully installed within the prescribed timeframe, allowing the plant to resume operations as scheduled. Thanks to such proper attention to maintenance, the Turkey Point Nuclear facility, with two units originally installed in 1972 and 1973, currently generates about 1,400 million watts of electricity – enough to supply the annual needs of more than 450,000 homes.

ENGINEERING CALCULATIONS HELP CLIENT\nAVOID MAJOR EXPENSE

After a tsunami severely compromised Japan’s Fukushima nuclear power plant, the Nuclear Regulatory Commission (NRC) issued an order modifying requirements for Beyond-Design-Basis (BDB) extreme external events at domestic nuclear plants. As a result, an East Coast client hired Zachry Nuclear Engineering to study and propose options to expand the backup power capability at one of its plant’s generating units.

ENGINEERING CALCULATIONS HELP CLIENT\nAVOID MAJOR EXPENSE

Zachry Nuclear Engineering went beyond the requested solution of upgrading battery backup capacity. Zachry’s engineers determined that, in a BDB incident, the two battery banks would not run simultaneously (per design basis), but instead one would be taken off line and used only after the first battery bank was depleted.

Computer modeling showed the NRC order could be met without the customer spending millions of dollars in upgrades. The customer was so impressed by Zachry Nuclear Engineering’s approach to the issue that they ordered a second calculation for the batteries of the plant’s other unit.

Calumet Specialty Products Partners, L.P. purchased the Pennzoil Shreveport, Louisiana refinery in 2001, knowing that it would require an extensive redesign and renovation of the facility for Calumet to produce its specialty lubricating oils and waxes, as well as fuel products such as gasoline, diesel and jet fuel.

Commonwealth Engineering (subsequently acquired by Zachry) was responsible for program management of the $275 million TIC effort, including direct responsibility for the hydrotreater, crude, vacuum unit and off-site components. The 22-month effort included over 300,000 work hours in detail engineering and construction management.

The significant number of safe work hours, especially in light of the challenge of integrating several grassroots units with existing operating units, led to numerous safety accolades for the project.\n\nThe resulting upgraded complex has also been a resounding commercial success. COGENERATION ENHANCES GULF COAST FACILITIES' EFFICIENCY

The Customer's \nChallenge

A Texas Gulf Coast complex has a history dating back to an oil discovery in the area more than a century ago. Today, local operations include a refinery, a polyethylene plant, a chemical plant and lube plant all within a large complex. While in aggregate these facilities contribute significantly to the nation’s energy supply, they also need an efficient source of energy for their own daily operations. This drove a decision to install a gas-fueled power plant with cogeneration capabilities to supply the refinery and associated chemical plants with steam and electricity.

COGENERATION ENHANCES GULF COAST FACILITIES' EFFICIENCY

The Zachry \nApproach

Zachry and its engineering partner provided comprehensive EPC services for the client’s cogeneration facility. The facility, completed in 2006, features multiple unit combustion turbines and heat recovery steam generators to provide 480 megawatts of electricity and 1500 psig steam production to the complex. The units are single-fuel, natural gas-fired and the heat recovery steam generators incorporate selective catalytic reduction for emissions control.

The Business \nOutcomes

The facility provides steam and electricity to the refining and petrochemical complex with remaining electrical output available for sale to the commercial wholesale electric market. The project also further solidified an outstanding long-term relationship between the client and Zachry, as Zachry has performed continuous presence onsite maintenance and capital work for this customer at all four of its area plants since 2008. In 2013, Zachry was awarded a multi-year capital work contract for another chemical plant and refinery site for the same owner.

TEXAS MAINTENANCE ROLE \nGROWS TO ENTIRE COMPLEX

When the owner of one of the biggest refining complexes in Texas wanted to optimize it’s maintenance services at its facilities, it looked to Zachry Industrial Services Group. This decision was based, in part, on the success Zachry had achieved providing engineering, procurement and construction services for the cogeneration facility at the same location. The switch to Zachry maintenance service took place with a 40-person team in 2006.

TEXAS MAINTENANCE ROLE \nGROWS TO ENTIRE COMPLEX

The Zachry maintenance responsibilities at the facilities were initially limited to the refinery. This included a role in helping the plant recover from the substantial flooding of the facility from a major hurricane in 2008. The client became increasingly confident in Zachry’s capabilities, expanding the scope of the agreement to include maintenance services for the entire complex which also includes related hydrocarbon processing and chemical units.

By 2014, Zachry’s comprehensive maintenance presence included approximately 350 people on location at the facilities. The relationship continued to prosper, with a three-year renewal in 2014. The integrated production facilities also continue stellar performance for this large international oil and gas company, garnering awards for both safety and operational excellence.

BIOMASS UNIT TURNS WOOD WASTE\nINTO SUSTAINABLE ENERGY

The Customer's \nChallenge

Southern Power Company is a subsidiary of Southern Company that acquires, builds, manages and owns wholesale generation assets. Southern Company focuses on helping its customers meet their energy needs in a cost-effective, reliable and environmentally responsible manner. This includes continuing to develop a diverse portfolio of nuclear power, clean coal and renewables. In 2009, Southern acquired a late stage biomass development project near Nacogdoches, Texas. The greenfield facility was to be fueled by wood waste sourced from the surrounding region. Power from the facility would be marketed to Austin Energy to help meet the state's Renewable Portfolio Standard, as well as the City of Austin’s goal to obtain 35 percent of its electricity from renewable sources by 2020.

BIOMASS UNIT TURNS WOOD WASTE\nINTO SUSTAINABLE ENERGY

The Zachry \nApproach

Zachry’s engineering and design services for the 100 megawatt Nacogdoches Generating Facility included plant layout; detailed balance of plant engineering, procurement specifications, technical bid evaluation, field engineering, checkout startup and training and as-built documentation. The greenfield biomass facility utilizes just one boiler, making it the largest biomass bubbling fluidized bed boiler unit in North America at the time it was completed. It also features selective non-catalytic reduction and an axial flow steam turbine and condenser.

The Business \nOutcomes

The unit was turned over for commercial operation on time and on budget in 2012. Later that year, it was named The Best Bioenergy Project of the Year by Power Engineering magazine. It uses 1 million tons per year of 100 percent non-merchantable wood fuel, which consists of forest residue from the surrounding areas, wood processing residues and clean municipal wood waste. The facility generates enough power for approximately 60,000 homes. The electricity is supplied to Austin Energy in a 20-year power purchase agreement.

Sempra U.S. Gas & Power, the project development division of Sempra Energy, set a goal of owning and operating 1,000 megawatts of renewable energy capacity by the end of 2013. As a major power provider to the California market, Sempra’s strategy is consistent with the state’s Renewable Portfolio Standard goal of having 20 percent of its electricity provided by renewable sources by 2017. By positioning a solar energy complex in the Arizona desert about 40 miles west of Phoenix, Sempra could access 300 days of sunshine each year and take advantage of existing transmission infrastructure to supply renewable power to California’s Pacific Gas & Electric under a 20-year contract.

Zachry’s EPC services for the Mesquite 1 Solar Project included design and installation of a massive field of 830,000 photovoltaic panels covering about 920 acres or 1.4 square miles. Approximately 85,000 steel piers support the ground-mounted system, each embedded four feet in the ground. At the peak of installation, approximately 500 Zachry personnel were involved in mounting the Suntech America panels at the site, often enduring triple-digit temperatures in the process. Efficient logistics were crucial to the challenge of installing thousands of the panels per day, as well as more than 1,000 miles of cabling over the course of the project.

The Business \nOutcomes

The Mesquite 1 Solar Power project was completed ahead of schedule, with an outstanding safety record. It was recognized by Power magazine as a top plant in 2013. At the time of its completion, it was the largest solar power project in North America. It reduces greenhouse gases by about 190,000 tons annually, which Sempra estimates to be the equivalent of the environmental impact of taking 33,000 cars off the road. The facility also requires no water to generate electricity, a key resource conservation measure in the arid region where the facility is located.
